Somebody has spraypainted Bill Stokes was here onto a wall. is seen in buildings where survivors have decided to protest the January 23rd rules change.

In protest to the lack of survivability of survivors since the January 23rd rules change, William "Bill" Stokes decided to stop the now-futile attempt to keep and defend a safehouse from the undead hordes and instead run around Malton, spraypainting the aforementioned message everywhere he goes. His original intention was that others would do the same, substituting their own names, and while that did happen, the majority of those who took up the cause decided to instead spraypaint the original message wherever they go.
The "Bill Stokes" protesters are of an unknown number, and are relatively non-vocal, beyond the tags. It is unknown whether they have any signifying characteristics, or even whether they all decided, as the originator of the protest did, to stop defending their safehouses in favor of searching for spray cans and tagging buildings.
