Tikhon Medical is an ad-hoc group of survivors in Ruddlebank and Dartside, operating out of Tikhon General Hospital (Ruddlebank) and Tikhon General Hospital (Dartside). There is no leader and no set rules or guidelines, just a bunch of like-minded folks living in or near the hospitals and working to support them. You could think of M*A*S*H without Col. Potter. With zombie North Koreans.
