The following is one of the files found on an unlabeled CD-R disc found in sector C4-Delta

Most people in Malton have no idea what is going on beyond the quarantine walls. Communication jamming instituted by the government following the outbreak has proven be incredibly efficient, cutting Malton off from the outside world. Unable to reach the outside world, many people started speculating as to why nobody from beyond the walls would contact them.

One common speculation is that the situation in the world is similar to the situation in Malton - a world full of zombies. Some suggest that the world has indeed fallen; that there isn't one human out there who isn't a zombie. Strong Necrotech presence in the city could mean that the revivification serum was first created here, in Malton, and remained in the city's Necrotech labs until the outbreak. If that is indeed the case, then Malton is the last bastion of humanity, and the last place on Earth where zombification can be reversed. However, if you are reading this, this theory is obviously wrong...

Another theory is that the world has fallen into chaos. Many perceive the zombie plague as the end of the world - it's incurable, as far as we know, and it produces man-eating zombies that are essentially indestructible. If the public learned what was going on in Malton, riots would have erupted. Governments would topple, as they are essentially powerless against the zombie plague; none of the weapons or technology at their disposal are able to stop it - not even weapons of mass destruction, according to The Reichman Theory.

Others believe that Malton became something of an exclusion zone - similar to that of Chernobyl. Since there is nothing anyone can do to fix the problem, they simply leave it there, and stay away. As long as the infected stay inside Malton, the rest of the world can stay outside and be safe. That does not explain why there's been no communication with the outside world (or why it's being jammed), but perhaps there's a psychological element to isolating Malton from the rest of the world. It is possible that the people outside do not want us to believe that there's anyone left out there, to discourage us from attempting to leave the quarantine zone.

Regardless of what it is, we don't have any real contact with the outside world. I know that before I ended up here, military personnel operating around Malton had the orders to maintain radio silence, and many people speculated that communications were thoroughly jammed (with the exception of high-tech, frequency hopping, encrypted radios that were in use by some parts of the armed forces, but we don't have any of these in Malton). At this point, I don't know whether it's still true. Even if someone does read this, I expect I'll never hear back from them.
