This text was retrieved from a written message which was found inside a metal can attached to the fender of one of the last few military vehicles to leave Malton before all vehicular traffic was shut down. It was apparently placed on the Saracen in an attempt to smuggle it outside the quarantine zone.

TO ANY MILITARY PERSONNEL RECEIVING: PLEASE FORWARD TO NEAREST COMMAND O-5 OR HIGHER

Malton Emergency Services are operating in a mode unfamiliar to this scout, not matching any Emergency Protocols from any prior briefing materials. First Responders are no longer moving without military escort; however, these escort units bear unit identification unknown to this troop. Other than the aforementioned Unit SPARROWHAWK, no known regular military or Special Forces units have been seen. Contact has not been made, and observation continues.

Note most important: affected citizens ("zeds") appear to be focus of many of these units, which have been observed bypassing groups of surviving citizens in need of assistance, in clearly visible and marked locations. On two occasions, these military units were witnessed firing on groups containing only survivors; it is unclear if this was in self defense or by order. Surely none of the citizen survivors have arms comparable to the escort units seen so far.

Although several days of observation has been logged of various forms of EMS and related units, no information can be confirmed on the source of the outbreak. There are persistent rumors of airborne pathogens, but no hard facts or evidence of this. More immediately critical, none of these units appear to be taking pre-outbreak briefing 'normal precautions' against unknown infectious disease, leading to musings about whether they know something the rest of us do not.

At this point, there are no functioning vehicles, official or otherwise, in Malton that are not under military control, and those few that are seen are disappearing rapidly for reasons unknown - relatively few military wrecks are visible. This is crippling emergency response further. Although there is a pervasive rail network in Malton, the only trains that have been seen since outbreak are well-armed, fast-moving and do not seem to stop within Malton limits nor call at stations - at least, not that any witnesses have confirmed. They are moving about, though, usually at night; you can hear them.
