When the hordes move on, and the buildings are fixed up, the biggest problems come from other humans. Organized Groups - you can call them paramilitary organizations, militias, gangs, precincts, or whatever else you like - begin to fight amongst each other.
It can be over the smallest or things, because stress is high, and everyone has a knot of anger inside them over the way their lives have been shattered. If someone from a different organization sprays a group name inside a building which is "controlled" by a different group, it's a possible incitement for a conflict. If one militia disagrees about the barricade strength assigned to a particular building by a different militia, it's quite often a reason for a fight between them. Everything from resource-hoarding to turf-wars to 'lack of respect' can cause a 'war' between two groups of humans who are otherwise benevolent to their fellow man. Food drops, ammo caches, fresh water, [NecroTech Corporation] labs, and even pornography become objects to fight over.

And then there are the gangs of people who aren't benevolent to their fellow man. You've got roaming gangs of serial killers who admit that they kill because it feels good, or it makes them happy, or because they think it's funny. You've got small armies of fanatics who kill for some "greater cause". Sometimes these causes are religious or spiritual, sometimes they're ideological, sometimes they're just plain weird, like the people who help the zombies. More than a few of these gangs go after NecroTech labs and the researchers staffing them, because they blame the company for the outbreak. A couple seem to fight against anyone who tries to implement a sense of order and procedure to our lives, and several murder anyone they believe are "not doing enough" against the zombies.

And these organized head-cases are bad enough when they're at each others throats, but sometimes they all get together and start killing anyone they lay their eyes on. It's crazy. Mostly these places are malls, and the forts are pretty popular too, but once in a while, they'll get it into their heads to wipe out entire regions of the city. They go after everyone.
Fighting these gangs is hard because you can't lock them up: The cells in the Police Departments are either houses for ordinary people, or have been wrecked by the zombies. You can try killing them until they go away, but they always seem to find someone stupid enough to stick a MK-II into their spines. Even the large organizations find it hard to defend themselves against these lunatics, so they employ vigilantes who are called Bounty Hunters (I've never been clear on what the Bounty they are rewarded with is) to kill these psychotic killers wherever they're found.

Politics here doesn't revolve around taxation, or tariffs, or same-sex marriage. It's about who gets to sleep in which building, who gets to eat from which food locker, and who's allowed to be revived or killed. It's all [messed] up these days, because even some zombie hordes seem to have issues with one another, and some of the crazies are starting to work with some of the militias. It used to be, you knew who was safe and who was either a nut or a stranger. Now...I don't even trust the head of staff at ----- Lab.
