The following is one of the files found on an unlabeled CD-R disc found in sector C4-Delta

As is expected in a large scale crisis situation, the zombie outbreak brought about lawlessness, and the lawlessness brought about people willing to exploit the lawlessness. Gangs of all sorts started roaming the streets. The lack of proper law enforcement allowed people to commit crimes with little fear of punishment, and the existence of the revivification process meant that they didn't have to fear death.

This situation allowed multiple serial killers to surface, and begin killing at rates unheard of previously. The news of their exploits encouraged more and more people to follow their path, and so murder became commonplace in the city of Malton. Shortly afterwards, some of the residents of Malton began engaging in what has come to be known as bounty hunting. Originally, bounty hunting was controlled by a central authority consisting of members of civilian authorities from Malton, and some military personnel. This central authority would keep track of all murderers, encouraging bounty hunters to hunt them down and kill them.

That is when the murderers started forming gangs for protection. Groups of people bent on murdering for the sake of murdering would raid places where survivor numbers were high, and kill everyone who wasn't them. The fall of the central authority for bounty hunters, caused by external factors, made gangs of serial killers even more effective. What started as loose groups murderers formed for protection became elaborate cults which no longer just serve their original purpose. typical serial killer gangs, there are also gangs that will kill any person fitting a particular characteristic, such as age, sex, race or clothes they are wearing; there are gangs who dedicate their life to stalking and killing a particular person, or group of people; there are gangs who will choose their targets based on an elaborate set of rules, designed to make target selection more like a game.

In addition to serial killers, there are gangs of people who engage in other criminal activities - or at least in what would be deemed criminal activities, if any law was still de facto in effect. There are groups which engage in large scale vandalism, and attempt to undermine the efforts other survivors make in order to defend against zombies or help others. One particular example would be a group of individuals who find radios annoying, and seek to destroy them in order to bring about silence. For every bizzare reason there is to commit crime, there are people in Malton who will do it. There are even reports of people directly cooperating with zombies.

Gangs continue to be a serious problem for survivors in Malton. Chaos persists in Malton not only because of zombies, but also, and perhaps primairly because of survivors.
