Depending on whom one talks to, the Anglo-American biotechnology giant NecroTech is either the cause of the epidemic, the saviour of Malton, or both. One thing most of my sources agree on is that NecroTech is at the very heart of this situation.

Most of the committee's investigations thus far have fallen on NecroTech's recent spate of black projects; names like "Project Sunrise" and "Zulu Lab" are all too familiar to us now. Indeed, the committee has uncovered a number of genomic resequencing projects which seem likely candidates for the cause of the epidemic. Attention has also fallen on CEO George Franklin, who is widely believed to have been involved with Project Sunrise.

However, recent inquiries on my part suggest that the machinations behind this epidemic may predate current projects. When Willum J. Kersley founded NecroTech in 1949, there were rumors that he had managed to acquire key researchers and data from Japan's Unit 731 who had been "Paperclipped" into the United States after the war. Many, if not all, of these individuals were involved with something called "Xi."

Further inquiry turned up almost no information on "Xi." Even now, I am not sure if it is a project, a formula, an individual, or a location. It appears to be connected to the Delta Project: when researching Delta, I located a carelessly-disposed-of memo stating that "Xi" was in its terminal phase.
