Quarantine Force Issues in a Bio-event

Bio-warfare and/or natural outbreaks of disease present difficult issues for any quarantine enforcement team. Given the very limited information that General Aaron has released to the working group, we have been able to put together an limited initial estimate of the quarantine force size and composition.

We must stress that because of the limited information that we have gotten from Aarons and the somewhat difficult believe research that we have received from Necrotech, we are unable to anticipate with any sort of accuracy all the possible scenarios that this force might face.

Because the bio-warfare SOPs have been suspended per General Aaron, our usual priorities (Making sure that criminal intelligence & investigation are being integrated with medical and epidemiological investigations to ensure a comprehensive understanding of the event) are, for the purposes of this paper, secondary.

That guideline, coupled with the parameters provided by the Rateger Inc. logistics group has shaped the force being deployed into a mobile, and at the same time, weapons heavy group.

The orders that the quarantine force will operate under have been developed by Necrotech drawing on their expertise in the biotech arena as a whole and the issues at hand specifically.

The sole mission objective for the quarantine force is being defined as a Crisis Management role. Enforcing quarantines, managing crowds, providing security of medical facilities, health care providers, and shipments of medical supplies are the ONLY concerns that the force will tasked with.

This crisis management role will means that all forces on the ground are operating under Shoot to Kill orders with weapons loaded at ALL TIMES. While creating weapons hot SOP in a civilian area seems to be highly dangerous, given the parameters set out for the planning group, it appears to be the best course of action.

The force that we are proposing is relying heavily on helicopters and light armor to manage the situation. General Aaron has assured the planning group that Fort Creedy and Fort Perryn will easily fulfill the critical forward supply role and allow the quarantine force to maintain citywide control at a block-by-block level. These bases will tasked with supplying several tons of fuel to the forces deployed in Malton per day. The inherent risks of this logistical "choke point" have been clearly delineated to all conference members. Should either of the bases become non-operational, the proposed quarantine force will be hard pressed to provide any sort of actual support outside their immediate area of deployment, short of occasional helicopter supply drops. The loss of both bases, regarded as almost impossible given the strength of the forces proposed to defend them, would have catastrophic results on the ability to project any sort of military force in the Malton area and effect any sort of intra-city support. Without access to a constant fuel supply, the quarantine force will only be able to maintain a perimeter around the city and not the grandular control that General Aaron has stated as being critical to managing this situation.
