They have nothing to do with the Daily Ruminations or any liasons with press officers.

Never scientifically proven to exist, nor even spotted inside Malton's borders, Cypher epitomised everything the Ministry stands for.

	Once part of the weakest and most ineffectual departments of Red Rum, this user has since moved on to bigger and better things, for this user was at one time a member of the Ministry of Misinformation.
