The Suburb Mutual Barricade Plan was initiated by FedCom: Urban Dead as a means of creating a barricade plan that multiple groups could agree upon.

A universal, city-wide barricade code that establishes all buildings of a certain type with a specific barricade level is simply not effective in Malton. The topogragy from one suburb to the next is never the same, so what works in one area does not work in another. The SMBP fixes this. The principles behind the UBP are used as loose guidelines to establish a suburb-wide plan using the input of multiple survivor groups. Everyone has a say in the development of each plan, and if neccessary, the plan can change to fit a new situation.

Each suburb has its own customized plan. Each plan is developed through the input of most (if not all) survivor-oriented groups who reside in that suburb. Through cooperation and mutual agreement, compromises are reached that benefit every survivor group in the area.

FedCom and its allies hope that through our example, other groups around the city will band together in cooperative effort and create their own mutual barricade plans.

Features

The SMBP was based off of the Uniform Barricading Policy, but incorporates the freedom to adapt that idea as the situation changes, and allows the unique topogragy of each suburb to be fully taken into account.

Features include a high ratio of VSB entryways, and extensive protection for survivor-critical structures (such as NecroTech buildings and malls). Anyone caught outside should be able to find an entrance within 2 to 4 AP. Revive points are numerous and in close proximity to NecroTech buildings, plus are surrounded by VSB entryways to get the reviver and revivee off the streets quickly and easily.

The SMBP follows the Sacred Ground Policy, establishing all cemeteries by default as revive points. Additional points will be clearly marked as such.

How to build your own SMBP

First, you need to coordinate with most (preferably all) of the other survivor-oriented groups in your suburb. Get everyone's opinions on the matter, then sit down and start to iron out a solid plan that everyone can agree upon.

To maintain a certain level of ambiguity, you should label all hospitals, police stations, fire stations, and armouries as VSB entry points, then label all cemeteries as revive points.

Now that you have a start, establish VSB entry points around each revive point to facilitate easy re-entry for revivers and the revived. Now assign EHB status to each mall, NecroTech building, and each building that hosts a mobile phone mast.

Now scatter VSB assignments around the entire suburb, approximately on every other structure, if possible. Someone caught outside should have only a 2 to 4 AP walk to find an entry point and jump the barricades. Now assign the rest of the buildings an EHB code.

Now you are ready to take some flak from the other groups. Show them the rough draft you just created, and ask for their opinions. Take careful note of any building they lay a claim to as their HQ, and alter the plan to fit their wishes. If another group in the area already has a widely used entry point or revive point, you should alter the plan to fit that as well. Keep adjusting the plan until every group discussing it agrees that this is an acceptable plan.
