Suggestion description
A rarely-found (is less than 1% possible with the current system?) weapon of 20% encumbrance only available in fort armories. Requires a fuel can for ammunition (one use per fuel can, and expends the fuel can.) Using the flame thrower has an accuracy of 66% and inflames any zombie in the same square as the user, instead of just the 'nearest' one. An attack inflames zombies, costing them one HP for every AP used. Any zombie that enters the same block as an outdoor inflame zombie (or enters the same building, if indoors,) has a 10% chance of becoming inflamed for each AP they use in that block or building. (Justification being zombies don't know to avoid flame, and are even attracted to light.) The fire dies when a zombie dies.

When used on a human the flame thrower attacks an individual with 33% accuracy, causes 'burn wounds', also removing 1hp for every 1ap used, until a First Aid Kit is used.
