Malton consists of 100 suburbs with 100 blocks lying within each suburb. The city recognizes four sectors (Divisions) and is further divided into five Districts within each Division. As of 2006, the estimate for the city population was 512,807. Malton's location, political ranking and most statistical data has been deemed classified by the Department of Emergency Management for reasons of security and potential terrorist threat to the outlaying populace as outlined by forced sanction and entered into agreement by international law and enforced by the military. Interior communications are restricted and all outside interference is stopped by blockade, frequency jamming and other non-specified techniques including a wide quarantine zone completely encompassing the border area around Malton. All citizens are considered to be essentially trapped within Malton as no one is allowed to enter this desolate territory. The soldiers stationed around Malton take special precautions that nothing crosses this zone. These precautions include razor wire, land mines, and napalm trenches. All out-bound thoroughfares along with all vehicles and other motorized forms of transport have been similarly disabled or otherwise removed.


International Response Plan

The International sanction currently in effect calls for the independent government control within Malton to adapt and utilize a more stringent form of control known as the International Response Plan.

"One team, one goal...a safer, more secure World" The International Response Plan, last updated May 25, 1984, establishes a comprehensive all-hazards approach to enhance the ability of the independent nations to manage domestic incidents. The plan incorporates best practices and procedures from incident management disciplines—homeland security, emergency management, law enforcement, firefighting, public works, public health, responder and recovery worker health and safety, emergency medical services, and the private sector—and integrates them into a unified structure. It forms the basis of how the local government coordinates activities within it's various departments and among the private sector during incidents. It establishes protocols to help

Save lives and protect the health and safety of the public, responders, and recovery workers; Ensure security of the homeland; Prevent an imminent incident, including acts of terrorism, from occurring; Protect and restore critical infrastructure and key resources; Conduct law enforcement investigations to resolve the incident, apprehend the perpetrators, and collect and preserve evidence for prosecution and/or attribution; Protect property and mitigate damages and impacts to individuals, communities, and the environment; and Facilitate recovery of individuals, families, businesses, governments, and the environment.

In response to the IRP, the City of Malton, has instituted the Department of Emergency Management to expedite it's more critical services and to provide precedence to it's more essential departments.

The Department of Emergency Management

The Department of Emergency Management (DEM) coordinates the activities of volunteer, public and private agencies in all phases of emergency management (Preparedness, Response, Recovery, and Mitigation). The DEM develops plans and exercises, and coordinates emergency management training for the City of Malton and allied agencies. The DEM obtains assistance and resources to accomplish their mission from all government and private agencies.

The Office is charged with assuring timely and adequate public warning of potential or imminent disaster events, and providing disaster-related safety information to the public and media. The Department of Emergency Management is available on a 24-hour, 7-days-a-week basis.

( Note: In response to heightened levels of extreme emergency, a group of civilians gathered together to formulate a military type structure within Malton. Known as the Malton Civil Defense Unit or MCDU, they have aligned themselves with the DEM though they remain a separate entity within the Malton city government.)

Airport Operations

Mission Statement: Airport Operations provides a safe, efficient, self-supporting airport system for Malton.

Malton International Airport has been destroyed and is now considered non-existent due to International sanction and protocol.

Malton Convention Center (now known as Clapton Stadium)

Mission Statement: To provide professional management to administer, operate, market and maintain facilities for the presentation and enjoyment of events involving entertainment, education, culture, sports, religion, banquets, dances and conventions. The Malton Convention Center has been designed and constructed to encourage economic development for Malton through the accommodation of conventions and trade shows and to provide for visitors and citizens of Malton a public assembly facility which is operated efficiently and effectively for the presentation of a wide range of events.

The Malton Convention Center (currently Clapton Stadium), contains 128,000 square-feet of exhibit and meeting space, a 90,200 square-foot, column-free Exhibit Hall, an 11,452-seat Arena, 24 meeting and banquet rooms and a 24,000 square-foot Conference Hall with walls which easily convert to six separate meeting rooms. The stadium hosts a number of local, regional and national conventions, meetings and seminars.

Equipment Management

Mission Statement: To serve Malton's citizens by supporting all City departments in the performance of their responsibilities with quality and cost-effective maintenance, repair, and operational services to ensure maximum utilization of the City's equipment.

The Equipment Management Department has disbanded due to a complete lack of supplies equipment and support.

Finance Department

Mission Statement: To provide centralized public financial services in accordance with established financial policies.

The Department of Finance has also disbanded as all forms of monetary trading has ceased and all forms of currency have now become useless.

Fire Department

Mission Statement: To protect community, life, health, property and the environment by delivering quality life and fire safety services.

The Malton Fire Department, under the leadership of Chief Kristiotd, strives to emphasize fire prevention and public education as the first point of a comprehensive community fire safety program. The second goal is to minimize the impact of fires when they do occur. The department's third goal is to reduce as much as possible the impact of environmental and emergency medical incidents, along with other calls for service from the community.

(NOTE: Due to the heightened levels of emergency within Malton, many private hospitals have joined together to form the Malton Hospitals Group. They have combined their joint resources to formulate a more mobile emergency service recognized as the Malton Emergency Medical Service and have added their efforts as a subdivision of the Malton Fire Department.)

Pitts Museum

Mission Statement: To educate the public through programs and exhibitions of the museum's collection of artifacts, documents, and works of art representing the cultures of the Americas.

The Pitts Institute of American History and Art, better known as the Pitts Museum, was sold to the City of Malton in 1974 by Aldar Pitman. The mission of the museum is to preserve, interpret, and exhibit his collection of art, artifacts, documents and books. This Collection which contains more than 500,000 items is considered invaluable to the history and preservation of our local society.

Human Resources

Mission Statement: To provide well-qualified and trained employees who meet work force requirements and are selected and treated in a fair and consistent manner, incorporating Equal Employment Opportunity practices, equitable compensation and benefits, and a safe and healthy work environment.

The Human Resources Department's major area of responsibility is employment. Due to unforeseen changes in local commerce and government structure, employee insurance, retirement, workers' compensation, medical services, employee relations, city wide training and safety programs, affirmative action, and grievance administration concerns have ceased to be offered or have otherwise been transferred to individual departments.

Human Rights

Mission Statement: To promote and protect the equal opportunity and human rights of persons in Malton against discrimination due to their race, color, religion, sex, national origin, age, disability, marital status, or familial status through advisory, monitoring, and enforcement services.

The Human Rights Department has severely reduced it's staff to reflect the current changes within the city. Though the City of Malton still adheres to it's equal opportunity employment, it has become a rather moot point under the new conditions affecting the city.


Legal Department

Mission Statement: To provide ethical, trustworthy, competent, and cost-effective legal services to the City of Malton and its elected officials, officers, employees, agencies, boards and authorities.

The City of Malton is represented by its City Attorney and the Legal Department for all necessary municipal legal services, including the litigation to which it is a party and in all claims and controversies affecting the City. The department prepares ordinances, resolutions, executive orders and contracts, and reviews bonds, certificates of insurance and other legal documents of legal significance to the City.

Mayor's Office

Mission Statement: The official duties of the City's elected officials are stated in the City Charter. The Mayor is responsible for the administration of all City departments.

The Mayor is the chief executive officer of the City. In this capacity, the Mayor has all executive and administrative powers conferred on the City by the Constitution and the laws of applicable bodies. The Mayor is not a member of the City Council.

Municipal Courts

Mission Statement: To provide justice to the public through fair, responsive and courteous services as defined by law.

The Municipal Court of Malton is one of four municipal courts of record in Malton. The Court handles city ordinance violations, traffic cases, and other offenses, and provides probation services. The Municipal Court has five divisions; Administrative, Court Operations, Public Defender, Court Services, and Dispute Resolution Services through Early Settlement.

The City Marshal is the executive officer of the Court who has the power of a sheriff in the execution of the Court's orders and mandates in making arrests and preserving the peace. Fines and bounties owed to the City Court are collected by the Marshal's Office also known as the Malton Marshals.

Office of the City Council

Mission Statement: The City Council is vested with all legislative powers of the City of Malton, except for the rights of initiative and referendum which are reserved to the people of Malton. In addition, the City Council shall exercise such other powers as delegated by the amended City Charter.

The duties and responsibilities of the City Council are detailed in the City Charter. They include: the enactment of ordinances; the approval of the City's annual operating and capital budgets; setting City policy; City Charter review; approval of most mayoral appointments to authorities, boards and commissions; and investigations as to the efficiency, economy and effectiveness of administrative practices, methods, systems and controls.

Parks & Recreation

Mission Statement: To provide services and facilities viewed by the citizens as highly valued investments in their daily lives. To improve quality of life, we will provide Malton citizens the highest level of measured customer satisfaction by meeting their recreational, educational, and cultural needs and desires.

The Park and Recreation Department, manages all city parks and open land, which includes many parks, 20 community centers, 20 swimming pools, four golf courses, the Wyke Hills Nature Center, the Malton City Zoo and maintains the Kempsterbank Cultural Center.

Police Department

Mission Statement: To create an atmosphere of safety and security in the community by providing a continuation of proactive police service to all citizens.

The Malton Police Department has 135 uniformed officers and an unknown number of civilian positions. Most personnel are organized into four bureaus; Operations, Investigations, Management and Administrative.

The Police Department also operates several specialized units, such as the bomb squad, the dive team, special operations team, the canine and mounted patrol unit, and the Malton Police Reserve. In addition they operate several investigative task forces.

(Note: A special division of the Malton Police Department known as the Malton Forensics Unit or MFU has grown to become worthy of special mention and notice.)

The Malton Forensics Unit is a newly revived branch of the Malton Police Department, under the Department of Emergency Management. The MFU is dedicated to assisting the MPD in protecting the citizens of Malton; traditionally this was in handling forensic evidence, crime scene investigation, etc. The MFU has now been largely re-purposed to fill a most essential role within the city.

The Animal Control Division has been reinstated as a separate entity, currently operating outside of the main control of the DEM. With increased focus on Rabies Intervention, they have changed their title to Animal Control and Rabies Intervention Division -(ACRID).

Public Works

Mission Statement: To provide dependable, cost effective, high-quality customer services and emergency response in water, waste water, storm water, solid waste disposal, streets, transportation, public property, engineering and development services.

Since all financial, human and material resources have been requisitioned by the DEM, the Public Works Department is operating with a limited staff and their duties have been confined to managing the city streets and removing excess solid waste.

Telecommunications and Information Services

Mission Statement: To provide reliable and efficient telecommunications and information services/solutions for all City departments and activities; to assist in timely emergency response by public safety agencies through efficient operation of public safety communication systems; to provide regional telecommunications/information services per intergovernmental agreements; to provide office services for all City departments; and to administer the use of rights-of-way in the City of Malton.

Services provided by Telecommunications/Information Services has been reduced to include; Public Safety Communications, Network Services, which is responsible for all voice systems, the City-wide Network, Local Area Networks, E-Mail, and personal computer support and office automation; Radio Services which supports all radio communications throughout the City, maintains all emergency warning systems, and manages all radio and frequency issues; and Information Services, which provides applications development, mainframe/co-located computer operations, systems integration, disaster recovery, consulting, various technical services, and all city-wide office services, including reproduction, mail, supplies and records management.

Urban Development

Mission Statement: To mobilize private and public resources to forge a healthy, viable, confident community through various programs and activities designed to promote the overall development of the City of Malton. This includes, but is not limited to, economic, physical, neighborhood housing, community planning and human resources development initiatives.

The Urban Development Department is responsible for a variety of services to promote the overall development of the City of Malton, including; Administering, establishing and implementing physical, housing and human resource development programs; establish uniform policies and centralized point of contact and coordination relating to acquisition of real property, inventory control and real property asset management; monitor; provide staff assistance for the Malton Development Authority, Malton Parking Authority, and the Malton Preservation Commission.
