They're occasionally a NecroTech front. NecroTech buildings can only be identified as such from the street by characters (living or dead) with NecroTech Employment; characters with this skill will see "[NT]" appended to the end of the building's name. Office buildings are tall enough for survivors to commit suicide from. They also provide a vantage point from which binoculars can be used. Office buildings can be barricaded normally.

The Cork Building is a building in the suburb of Vinetown.

Outside You are standing outside the Cork Building, a derelict grey-stone building.

The local council offices, the Cork Building was the centre for evacuation during the early update. Most of Vinetowns many citizens were evacuated by helicopter from its roof. Today it is empty apart from old paperwork and abandoned luggage.
