the Norvell Building is the mobile phone mast for Brooke Hills, and is located in the south central portion of the suburb.

Before the Quarantine, the Norvell Building was a regional headquarters for MalTel, housing their accounting division. It also houses the phone mast that serviced MalTel customers in the Brooke Hills suburb.
