He's a fellow from the military. Somehow you get the impression that he was studying to become a doctor before these events. Maybe it's all those first aid kits he carries around.

Surprisingly enough, he has returned from a nearly six-month-long nap to begin his mission anew. He still proudly displays his WCDZ badge even though the group is now supposedly "defunct." His mission has not changed, however: to save human-kind from the growing hordes of undead. Whether he accomplishes this by healing the wounded, barricading buildings like mad, or just blasting some zombies in the face with his shotguns, he cares not. And, if he becomes one of them...well...he might bite your face off. So watch out.
