Ruins are for the most part, free advertising of entry points for free running. This suggestion would have prevented that.

Some of the comments

"Would make it a lot harder to defend a place, especially a mall, if you can't freerun around the place. Knock out the EP and revived survivors can't get in to add to the meatshield. Also isn't 100% realistic. Clearing a bit of the rubble would make it perfectly easy to have a nice point to jump from."

It's funny looking back at comments like this, before the 2008 update to zombies blocking barricades took effect.
