Lucien is a military type, dropped into Malton a fair while into the outbreak as a scout to see if the situation has improved. Unfortunately, having been dropped in, he's been trapped inside the city without help as he missed his rendezvous to get out of the city again. No one is more upset about this than him, and he's decided to make Yagoton his home, helping with the fair suburb's protection and cleanup. The suburb's primary force has accepted him into their ranks, and he'll continue with the good work they've started.
