Community works best when its members feel empowered. It has been long-standing practice on this wiki for power to be concentrated in the hands of a select few, which breeds envy and all manner of foolish fruits thereof.

Here I intend to pose and explore the following questions:

1. What powers are reserved to Kevan that can be devolved to the wider community?
   • What subset of (1) should be devolved?
2. What powers are reserved to System Operators that can be devolved to the wider community?
   • What subset of (2) should be devolved?
3. How can this best be accomplished?
