A common misunderstanding....

Not exactly. Essentially, anyone is allowed to strike out stuff, but only moderators can

The rules are a bit poorly written, as Xoid said. Generally, you can strike out unsigned votes. The current rules don't mention anything about striking out votes (or parts of them) that have invalid vote part (Change votes for example). In my opinion it is completely ok to do so, and others seem to agree. At least mostly. I think.
What mods are allowed to do is to strike out votes that are cast only for trolling. For example, voting Keep on some absurd joke suggestion just to keep in on the page. Or some serious personal attack on the suggester that has nothing to do with the suggestion. --Brizth mod T W! 13:08, 20 July 2006 (BST)
Brizth managed to get most of what I would've said in response to Re: Suggestions thing. You can't just go and strike a single letter, like Bob Hammero has done. Or reply to an illegal Re, but sometimes moderators don't feel like doing their job due to the need to "stop being stick in the muds". Which is also why I voted "X-RAYZ - …" on one suggestion.
