When you add the Inactive? template you can edit the Active? template to avoid overlap.
The template for Inactive and Active! both put the page in the appropriate category.

Pages in this category have a template to check their activity. If after two weeks no reaction has resulted on the relevant talk page, the group's suburb listing can be removed. This is the only action that can be justified after this time. Group pages themselves cannot be deleted by this method.
