Noise Abatement Societies are zombie groups that concentrate on ruining one particular building and its surroundings. They are unlike the majority of zombie groups who are nomadic.
The idea is that zombies cannot be moved from a block or permanently killed, so the building becomes a problem for local survivors. It is similar to salt the earth in that each noise abatement society tries to keep their building ruined by sleeping inside, but the building may have little or no strategic significance.
