:It would be considered a dupe unless it was significantly different from the original. The length of time since it was rejected/duped/spammed holds no significance. If you have a suggestion that looks like a dupe, it's best to look at the reasons that it was rejected, find out if there can be an improvement on it and then open a new suggestion with your improvements.
