CNR means a user has been Caught Not Reading a suggestion properly before voting.

Using it against a voter shows that the suggestor considers one or more of the voter's comments to be a sign of ignorance. This is usually in respect to something in the text of a suggestion which the voter specifically contradicted or has overlooked.

When used, this term implies that the voter should have read the suggestion more thoroughly before they voiced their opinion.

This phrase was first coined by Amazing, who used it a handful of times, then abruptly forgot about it. He had no idea it still existed for quite a long time.
