Just before the communications blackout, police, firefighters, and ambulances were called to the Cater Building, which has officially been claimed by NecroTech officials as one of their research facilities. The reason for the convergence of emergency personel is unknown at this time.

At approximately the same time, two Unmarked Grey Buses were seen leaving eastward, according to last communications with witnesses. Each bus was carrying between twenty and forty people.

It is possible that the buses contained either NecroTech employees or persons responsible for the suspicious activity at the Cater Building.

The incident at Cater, though unknown in nature, apparently warranted the rerouting of emergency personnel and resources from the many other developing local crises arising from the outbreak.
