First Strike is a military term referring to a series of controls and procedures that are followed in an emergency. They include, but are not limited to the following procedures:

Quarantine

This is the first procedure implemented, as it allows for an emergency to be contained easily. It is implemented by sealing off any access ways. In the case of the city of Malton, the presence of massive city walls has helped considerably to contain the outbreak.

Special ops

Special ops are usually used once quarantine is in place, but have occasionally been used in the run up to a situation where it has been possible to predict and possibly alter the outcome. In the days following the outbreak, special ops were active in an operation at the Cater Building, escorting Unmarked Grey Buses. Following several helicopter sightings around the city, it is likely that special ops are still in operation.

Decontamination

This procedure is usually only feasible on a small scale, however a lot of money has been invested in decontamination materials by the local authorities, including modified crop spraying aircraft and fire trucks.

Tactical Strike

Only used in the most extreme cases of emergency, a tactical strike represents the most hopeless of situations. Strikes range in size from precision smart bombs and targeted napalm all the way up to nuclear weapons, although this extreme option requires authorisation from at least three senior military figures.

The Malton Outbreak

In the case of Malton, the first strike procedures were authorised by General Aaron
