During the local economic resurgence of the 1980s, Malton became a hotbed of biotechnology firms conducting research into everything from the common cold to Ebola hemorrhagic fever. In fact, the sheer variety of lethally infectious organisms—and the number and distribution of test sites within the city—reportedly led the United States and Great Britain to draw up joint plans for nuclear sterilization of the city in the event of an emergency or a terrorist incident.

Of course, these plans were highly classified, and even now, the Committee has only been informed of them because of their relevance to the current crisis. The citizens of Malton were certainly never informed. They, of course, had their own plans for epidemic response. Important functions of epidemic response were delegated to organizations like NecroTech, the Phillster Medical Group, and Rateger, Inc. These functions ranged from simple cremation of infected cadavers to redistribution of antibiotics and other drugs to treatment centers throughout the city.

Of course, none of Malton's emergency plans anticipated the extreme hostility and aggression of the infected—nor their immunity to normal means of attack...
