Some Tweaks

Modified this so that it doesn't by default break the pages it's included on. Remove the secondary background as, honestly, it was ugly and unneeded. It's was barely visible on white and horrendous on anything else. The suburb title section now inherits the text formatting of the page it's included on so if it's a black background and text it gold it now goes gold on black. All in all that should help some of the issues this thing has caused inventive users over the years. --Karek^{maps 2.0?!} 05:44, 29 September 2012 (BST)
