Imperial Foreign Affairs

The Imperium has found upon the arrival of forces to Hive Malton that often the best route is diplomacy and to leave those who will work against the mutant menace to their own devices.

The Matter of Territory

There are many who decry the Imperium's practice of staking out formal territories. Those who do often fail to notice less explicit claims that are part of parcel of life in Malton. To clarify the matter, the Imperium claims territory as an assertion of influence and activity like any other group does. This allows for our allies and the unaligned to know where we are and where one can find the direct aid of the Emperor's Forces. This also notifies our enemies as to where we will stand in opposition.

In our territories we will work to the utmost to ensure the suburb is protected from mutant attacks, maintain infrastructure, and enforce Imperial Law and other local laws. The only people we do not assist in our territories are those we are at war with or have a standing conviction against them.

Diplomatic Status

There are three states in which the Imperium can be with any other group:

Allied: Those who have established a formal alliance with us.

Neutral: Those who are neither allies nor enemies.

At War: Groups that for whatever reasons are in a state of war with the Imperium which exist when a declaration of war is issued by the Imperium.


As well as four statuses under which the Imperium considers suburbs to fall into:


Territory: A suburb declared Imperial territory and under the sway of Imperial Law.

Protectorate: A suburb where the Imperium may possess a substantial allied presence and as per agreement of the residents of the suburb and the Imperium with the Imperium.

Unoccupied: Suburbs that lack substantial Imperial activity

War Zone: Suburbs where the Imperium is active and involved in heavy fighting, those less experienced advised not to enter.

Allies

Any survivor group may become an Ally of the Imperium. To do so they must petition Imperial Command to form such an alliance with the Imperium. Once a group becomes an Ally of the Imperium they may request assistance from the Imperium in the form of our more aggressive and mobile Agencies or that their suburb, if they feel it necessary and the Imperium has the resources, be brought under Imperial control by deployment of more permanent forces. In exchange for such an alliance any Ally must remain in regular communication with the Imperium through Imperial Command in some fashion or another and take no action that would cause harm to the Imperium. Furthermore, as the Imperium will grant aid if it is able, if the Ally is likewise able to do so then it would be greatly appreciated if the Imperium is in serious danger to assist in some fashion or another for the Imperium.

Imperial Protectorates

An Imperial Protectorate is any suburb that, while not directly controlled by the forces of the Imperium which is signified by the deployment of Imperial Guard troopsand Adeptus Mechanicus agents, but rather a suburb where at least half the survivor groups within are allies of the Imperium and as such enjoy the same rights, privileges, and protections of those directly under Imperial control. Often a protectorate if it is deemed vital to the Imperium but considered to be in safe hands in the form of existing allies thus not necessitating occupation. Any group who is either an Ally of the Imperium or a group in good standing with the Imperium in a protectorate may request the aid of the Imperium, this does not mean we will involve our forces in strife between survivor groups. If requested of any group in a Protectorate the Imperium will assist in mediating any current conflict.

The other circumstance where the Imperium may declare a suburb a protectorate is if the survivor population in said suburb is so thoroughly ravaged by mutant hordes that, in the interests of the Imperium and Humanity, Command declares such a suburb under our protection. If this is the case the suburb in question remains a Protectorate in perpetuity. Once the Imperium declares its protection over anything it does not withdraw such protection.
