Description

The Rowson Building is a tall Federal building located in the suburb of Pescodside. It was home to thousands of IRS backup files associated with Malton's tax records. Built in 1988, as a replacement to the original IRS building which has since been demolished, the Rowson Building provided everything the IRS staff needed to perform their daily work routine.

Little else could really be said about this building prior to the "Malton Incident" except for a small news article published by the Daily Malton, which reported an incident at the building. In June 2001 the Rowson Building was closed as a result of heavy flooding. According to a July 12, 2001 letter from city councilor Bradley Mossley the sub-basement of the building was filled with water to a depth of twenty feet, and electrical and maintenance equipment in the sub-basement was about 95% damaged or destroyed. The IRS and the Malton General Services Administration announced that the building would remain closed through late 2001. The employees who worked in the building -- numbering over a thousand -- had been temporarily transferred to other offices at 15 other buildings throughout Malton.

On December 8th, 2001, the IRS said in a press release that "the phased move-in of more than 1,000 IRS employees" had begun. Most staff would have returned by December 19th, but "a small number of employees would return after January 1st." This IRS press release estimated that the total cost of repairs would be roughly $6 million, adding that although the building was ready to be reopened at that time, some repair work would continue on until April 2002.

These days survivors find little comfort taking shelter in the bowels of an IRS building. Whether or not the fact remains that even without any tax workers around, one cannot help but recall the ages-old adage:
"There are two things in life that are quite certain: death and taxes."

Barricade Policy

This building should be Extremely Heavily barricaded at all times. This is in accordance with the mutually agreed-upon Pescodside Barricade Plan set forth by local survivor groups and the Dulston Alliance, who routinely work together to monitor that the barricades for this building are at the aforementioned level. This building is meant to serve as a safehouse for Malton's veteran survivors.

Survivors who find the building's barricades below their assigned level are asked to assist in raising them back up in order to help ensure the safety of all the survivors staying inside the building. Any survivor found lowering the barricades may be directly "put to the question" by any member of the Dulston Alliance or a vigilante-minded survivor who catches the culprit in the act. If this happens the accused survivor must present a valid reason for their actions or be labeled a zombie spy/death cultist and be judged accordingly. So always be cautious lest you find yourself summarily executed for crimes against humanity.
