Recent events (namely, an arbitration case, and subsequent vandalism and moderator misconduct cases) have led me to believe that there need to be specific guidelines regarding the placement of content outside of the normal page area.

Most pages, especially user pages, do not require content to be outside of the normal page area, and similar effects can be achieved through user templates and other such means, placed within the normal page area.

The policy I propose is as follows:

No user may modify any page in such a way that it would modify the appearance or functionality of the user interface of the wiki contained outside of the normal page area. The normal page area is the region in which content (comprised of only plain text) would appear when entered via the "edit" link on the same page.

Some of the current modifications that this policy would prohibit include:

  • "[user] is watching"-style floating messages.
  • Fake system messages, placed to the right of page titles.
  • Alterations of a page's displayed title (except in instances such as those outlined below).

The exceptions to this policy would be:

  • Any page that can be shown to have a clear need to violate the policy.
  • In the case of custom page titles, page titles that serve a constructive purpose, so long as the custom titles are clearly in good faith and do not violate other policies. Examples would be extremely long titles being shortened, or users choosing to display names different than their user names (disallowing impersonation, or titles significantly unrelated to their user names, unless the unrelated titles are established as being synonymous with said users).

Intentional violation of the policy would constitute vandalism, and be treated as such.

To allow a transition, the owner of any page that would violate the policy would be given one week to modify his or her page after the policy was implemented, after which point any user could remove the prohibited content for him or her. Community-owned pages could be fixed by any user as soon as the policy was implemented.
