It wasn't deleted then because it was still included on a page. It isn't included anywhere now, so qualifies for crit 10. The links to it seem to be only talk pages, and the creators user page. Used generally means inclusion on a page (being called as a template), at least for templates like this which are just userboxes. Inclusions are listed (beside the links) on the whatlinkshere page of templates in use. Wiki maintenance templates can be viewed as being "in use", even if they're not included, if there is still potential for use. Generally, just don't delete stuff that is likely to be useful, and would annoy others if lost. Userboxes are a dime a dozen. Depends on the case, YesProp was refused deletion last time under crit 10 because it was included on User:Boris. Doesn't look like it's included anymore. Template:Valorous Heart/recruit needs to be moved out of the template namespace to a group subpage, where all recruitment ad-inclusions should be, assuming anyone can figure out the Imperium's funky group set up. It is not, it's just made unviewable. Undeletes are done based on the history revisions. It's not normally interperted as code when viewed although we do have that option.
