Why the RG works how it does

The reason *why* the Rogue's Gallery works how it does is that it's not the place of the RG to decide who should get bounties and who shouldn't, based on group affiliation. It's really simple, actually.

Survivor A kills Survivor B.

Case 1: Survivor B has a bounty. Bounty is claimed and reduced.

Case 2: Survivor B does not have a bounty. Reports Survivor A. Survivor A gets a bounty.

The Rogue's Gallery *does not and should not care* about what groups these people are in. What it is made to care about is the bounty level of the two people in question. It does not deal with who is or who is not a PKer, who is or who is not revenge PKing, or who is or who is not innocent. Every single person is equal in the RG's eyes (with the obvious exception of those on the Zerg Liste). If you or any other person is PKed and does not report, then revenge-PKs the PKer in question, part of the onus is on the initial victim for not bothering to report the kill, as this could avert innocent survivors getting bounties through revenge-PKing in the future.

Basically what I'm saying is that your view on the Rogue's Gallery is dumb. It does exactly what it was meant to do, and the way it's currently set up reduces the possibility of mod abuse to near zero.
