And if they do choose to hunt down a single person, they'd have to find them in the 100 square area of a suburb. Not impossible, but it requires a lot of AP that could otherwise be spent harassing many other people. As for assassinating group leaders - most group leaders would prefer they get killed once or twice but attract many more allies to their cause.
