At the moment, survivors outnumber zombies by a pretty big margin, and only heavy planning and organization can overcome even a few inexperienced survivors with fire axes. To balance this, my suggestion is to add a factor of uncertainty to attacking with melee weapons (or fists)- a 3 percent chance to critically miss and damage yourself in the process.

One must assume that, in combat, novices will try moves they think will work, things they've seen out of action movies, generally stupid stuff: Only after the proper training will they be able to hit properly, and more importantly, not injure themselves. '''Until you take Hand to Hand Combat, there is a three percent chance that you will miss and injure yourself 1-3 damage (chosen by a random roll).''' This could (admittedly slightly) limit human character zerging and help the zombies a little bit.

'''As for Axe Proficiency:''' I think that knowing how to use an axe =/= knowing how to kill with an axe.  My solution is to keep the accuracy, add the crit. miss chance, and be done with it.
