As {{usr|Xoid}} suggested, I propose that we formally adopt Meta's [http://meta.wikimedia.org/wiki/WM:NOP policy] regarding open proxies. We will use both their [http://meta.wikimedia.org/wiki/WM:OP list of open proxies] and their [http://meta.wikimedia.org/wiki/WM:OP/B blacklist] in conjunction with our own blacklist and our own whitelist.

They have a really good system set up, and as Xoid said to me, "When in doubt, let those lifeless geeks at Wikipedia do the work for you."--{{User:Gage/sig}}
