Joseph Kline, the mayor of Malton before the outbreak, was a somewhat eccentric figure.  He was prone to nervous twitches at inoppurtune times, and was a poor public speaker.  Despite these flaws, he continued to be elected time and time again.

His policies were nothing out of the ordinary.  He was a rather ineffectual mayor, one of the only things he ever accomplished was an abject refusal to fix the [[Cemetery Overcrowding (Lexicon)|overcrowding of cemetaries]] that had become an issue in early 2004.

Kline was often accused of being in the pocket of [[Necrotech (Lexicon)|Necrotech]], judging from his controversial pardon of [[Yvonne Johnson (Lexicon)| Yvonne Johnson]], the Necrotech's former CFO.

Kline disappeared shortly before the outbreak, and is currently presumed dead.
