Instead, I have taken up ham radio broadcasting. In time I would like to cultivate an anarchic group of radio operators that specialize in local broadcasting over district frequencies. Call it the Ham Radio Network. Right now I broadcast over 26.11 MHz. I hope that others will follow my example and start their own ham broadcasts in other districts. If you want to join, just enter "Ham Radio Network" as your group on your profile page and get to a transmitter!
