Regarding your question, each player has their action points to spend each day, and a specified number of IP hits per day (160 unless you donate, this is enough to run three characters). Refreshing isn't always the best way to go, if your last action was something like a search, you will repeat this and spend an AP. I find the easiest way to do it (without relying on add-ons) is to click 'Buy Skills' and then 'Back to City' at the bottom of that page. Some of these actions include if that other player (that is in the church with you) talks, puts up a generator, starts to barricade the building, or kills somebody. You can't see if he has left the building or not, unless he physically disappears from the player count at the top of the page, where it labels the players in the same building as you. I don't mind you asking any questions at all. In fact,.... that's what I'm here for. To answer your quetion, you could refresh if you wanted to, but I wouldn't recommend it.
