Through small group interdependency greed and power mongering are much less of a problem and easier to control. With large groups like the DEM resources go first to maintain the machine. First aid revives, and ammunition is consumed and then the scraps fall to the floor of those lucky enough to find them. As the larger groups grow more powerful it encourages the weaker to join and puts the power in the hands of fewer and fewer people. The week become the grunts and their true skills are never realized they become just a cog in the machine.
