The Theory
The simple theory of the Safe Area is to set off a zone in every suburb in which survivors and zombies can go without being attacked by anyone unless they ask someone to. This place would be marked "SA"
Purpose
"SA"'s are to ensure safety for all.
If a survivor is stuck in a zombie infested area and want a place they are mostly sure they won't be attacked, that's what a SA is for.
If a zombie is traveling through a area in which they don't want to kill or be killed, that's what a SA is for.
If a low level player can't find a safe house or can't get to a larger zombie group, that's what a SA is for.
If a zombie gets revived , has no free running and wants to get killed, they can asked to be killed in a SA.
Suitable places for Safe Territory
SA's should be in areas that aren't of any use otherwise. An ideal area would be an empty block, excluding revive points of course.
Punishments
Players attacking others without permission in a SA should be listed somewhere. If they are seen at a SA again they should be killed without warning.
