Don't know the full history, of course, but when I got there, there were only a handful of low-level survivors, no barricades (doors were open wide), and a zombie. With the last of my AP, I killed the zombie and started a barricade. Barricade Policy
According to the Randallbank Barricade Plan, Towner Lane Police Department must never be more than Very Strongly (VS+2) barricaded. This building serves as a shelter for survivors without Free Running, an entry point for those who learnt it, and a place to resupply firearms and ammunitions. Therefore it must be kept accessible at all times, unless the building is currently under siege from 5 or more zombies, in which it can be Extremely Heavily barricaded.
