There is no way Sillence and Shears can be VHB, this is Extinction territory; if you spend any time in Jensentown at all you'll discover those buildings are either EHB++ or ruined. That's VSB, not VHB. Anyway, in order to be UBP-compliant, according to the current UBP rules (which are about to change, incidentally), one NT must be VSB.
