20090108 Use of Flares Inside Buildings

Flares can be used inside of unlit buildings to briefly improve search results and attack.

Suggestion description
I know a variation of this idea has been discussed in the form of 'flashlights', 'chemsticks', etc., and been rejected as giving all of the benefit of genny searches without the accompanying downside. This idea is meant to be some middle ground.

I propose that use of flares inside of buildings be allowed for search and attack purposes. But, any illumination would only last for either (a) a specific number of searches or attacks, or; (b) a specific period of real time.

For example, in a darkened theater, a flare going off would provide lit or near-lit hit values for one full pistol clip or two loaded shotguns. A flare in a hospital would provide lit search results for 10 searches. This middle ground suggestion makes it possible to search or hit inside of darkened buildings but within limits of the number of flare guns you have and the total period of time or AP's the lighting is provided for.

This arguably tilts the field towards survivors, but you could also see this as leveling the field as it now stands -- there is a large penalty in searching for a generator and fuel cans and the genny can be quickly taken out, negating a day's worth of searching and a quarter of your carrying capacity.

Between the previous 'portable lighting devices' suggestions which were rejected and the existing genny/fuel combo being the SOLE means of lighting a building, this would seem to be a reasonable balance point.
