Is it possible for everyone to be happy in any system? What about for everyone to earn a liveable wage? Or to be given enough food through either the state or the kindness of others?

It seems in every society some group of people is always at the bottom propping up a wealthy elite, and if prosperous enough, a large middle class. Could this be prevented somehow? Is it even worth preventing? Does the fact that a few suffer and maybe starve even matter?
