The Envoy is an operative who showed up in Malton sometime in the summer of 2006. How he came to Malton, and exactly what he is an operative of is unclear. He has flashed an array of identification from the U.S. Depts of Homeland Security, State, Defense, Justice, Interior, Health and Human Services and FEMA. However, with the city blacked out from all outside communication, and the files of any U.S. government office in Malton long since corrupted since the Zombie outbreak, it has been impossible to verify any of these credentials.
What is known is that The Envoy is most interested in gathering information under the charter of USIT. He seems particularly interested in the behavior of U.S. assets toward Malton's civilian population and other U.S. assets, as well as the phenomena known to Malton locals as "Zerging", which The Envoy has publicly postulated as some sort of cloning experimentation gone awry and now running rampant under the cover of the zombie outbreak.
Physically, he appears to be an average relatively fit caucasian male. As his current station in Shearbank has become too hot zombie-wise for his suit and tie beauraucrat uniform, he's opted for a more practical field outfit and has been seen in the streets of Malton in pararescue jump fatigues with a U.S. Air Force rescue and recovery operator's kit, though lacking any recognizable military flash.
