BlackEmperor is a reference to the post rock band Godspeed you! Black emperor[1]. He currently attempts to organize attempts to get survivors to make areas outside of malls and police departments as safe. Part of his ethos is that malls and police departments encourage groupthink and crush individuality (and roleplay) among survivors.
Often he can be seen spraying "Godspeed you! Black emperor" around Malton, particularly in the south central area.
