Shortly after the quarantine was declared, and attempts to remove civilians from Malton failed, the city began its descent into nearly total anarchy.

Those in the know spread vague rumors that DNR was the first to start one of the riotous stampedes for supplies at Ackland Mall that left many dead when members of the army and police department fired on the crowd on the orders of General Aaron. The mall was a charnel house, and soon became a zombie hotspot.

However, regardless of how it started, incidents of looting spread throughout the city. They were initially suppressed by cops, but as the situation deteriorated, the police ceased to devote manpower to what was at best an unproductive exercise, and one that left many corpses for dead at worse.

Even the appointed defenders of Malton have had to resort to looting in order to make up for shortfalls in supplies that have been created as the crisis lingers. Though people have been searching the city for useful items for months, it is still relatively easy to discover needed supplies in Malton.
