Preamble The Humanity Doctrine is a document that advocates the aggressive reclamation of ruined suburbs. This document outlines a number of simple methods that can be used to great effect in this pursuit. The authors of the Doctrine feel that the evacuation of a suburb on the edge of destruction is a good thing, but only on the condition that the suburb is immediately reclaimed after the majority of the dead have left it. This can be achieved not only through the closely coordinated efforts of a large numbers of survivors, but through the independent efforts of small numbers of intelligent survivors as well.
