I like the RP aspect of your group/project and the idea that it could help germinate surivor cooperation. I'm interested to see where it goes. Have you thought about possibly using The Emergency Broadcast System as part of SkyNet? I don't speak wholly for CORAM, but I'm sure our group would stand behind any idea that brings about the use of EBS for...actual Emergency Broadcasts.
