Update Protocols

I'm still running some tests, but these are the basic patterns I've found thus far, and the criteria I currently use to update when I don't yet have on-ground reports.

• Streets clear + a lot of lights + infrastructure intact OR minor damage ----------> SAFE
• Streets clear + few lights + infrastructure intact OR minor damage ----------> A GHOST TOWN (infrastructure intact variety)
• Streets clear + few lights (or fewer) + infrastructure major damage ----------> A GHOST TOWN (ruined variety)
• Dozen in streets + few lights + infrastructure minor damage ----------> MODERATELY DANGEROUS
• 20-30 in streets + few lights (or fewer) + infrastructure major damage ----------> DANGEROUS
